Priorities

Some of the more pressing issues facing Natick in the coming year are financial challenges; increasing our affordable housing stock; addressing inefficiencies in our form of government; increasing economic development by simplifying our zoning bylaws and hearing processes; attracting and retaining more diverse citizen participation on our boards and committees, as well as engaging them in our elections; and supporting our aging residents.

Over the coming weeks, I will update this page with my positions on issues facing Natick. Be sure to check back or sign up for emailed updates.

Split Tax Policy for Residential and Commercial Properties

Under MGL Chapter 40, Section 56 “the Selectmen must hold a public hearing annually to consider the tax rate options available to the Town under property tax classification” and “shall adopt a residential factor which shall be used by the assessors to determine the percentages of the local tax levy to be borne by each class of real estate and personal property.”

Each year, the Select Board has adopted a residential factor of 1, which means that businesses and homeowners pay the same rate.

Importance of Local Receipts

Local option receipts in Massachusetts are an important source of revenue for towns because they provide municipalities with additional financial flexibility and help reduce reliance on property taxes. These receipts include revenue from local option taxes on meals, hotels, and recreational cannabis, as well as excise taxes on motor vehicles and other locally adopted fees. By properly managing these revenue streams, towns can generate funds to support essential services such as education, public safety, infrastructure maintenance, and community programs.

Additionally, local option receipts help towns maintain financial stability and invest in long-term projects without relying only on increased property taxes. The funds collected through these sources can be allocated toward capital improvements, debt reduction, or targeted initiatives that enhance the local quality of life. By leveraging local option revenues strategically, Natick ensures sustainable financial health while meeting the evolving needs of the town.

Affordable Housing

Natick is an expensive town in which to purchase or rent a home. Many who advocate the town expand its affordable housing stock cite the benefit of increasing the diversity of its residents, but it is more than only that. Many of our police officers and firefighters, town employees, and people who grew up in Natick cannot afford to live here. Increasing our affordable housing stock is critical, not only because of the need for affordable housing, but to avoid "unfriendly" 40B developments if the town falls out of the 10% state mandate, or falls out of "Safe Harbor."  Read More


Natick's Form of Government

Natick's Town Charter, which establishes and defines the structure of town government and distributes powers, duties and responsibilities among local offices was approved by the voters in 1980. Although it has since been updated through amendments, the Charter needs to be comprehensively reviewed to determine whether the current form of government best serves its residents. So I have been asked, "do you support the Charter Commission process?"
